Jessica’s litigation practice focuses on medical professional regulatory defense, medical malpractice defense, insurance defense, municipal defense and white collar criminal defense. She has tried numerous jury trials in Montana and Idaho. Jessica is admitted to practice in the State of Montana District Courts, the federal District Courts in the State, and the Ninth Circuit.

Jessica grew up in Billings, Montana and graduated from Billings Central Catholic High School. After high school Jessica attended the University of Montana in Missoula, Montana. Jessica received undergraduate degrees in history and political science. During her undergraduate studies, Jessica served as a lobbyist, Student Political Action Director and elected President of the student body of the University of Montana. Jessica was also appointed by then Governor Marc Racicot to serve as the Student Regent on the Montana Board of Regents for Higher Education.

After completing her undergraduate studies, Jessica attended law school at the University of Montana School of Law. Jessica served on the Student Bar Association as a Member Representative, Treasurer and President. Jessica was also selected for the Montana Law Review, published during her second year and served as Managing Editor during her third year of law school.

After law school Jessica accepted a position with Moulton Bellingham. Her practice was litigation focused with cases involving insurance defense, land use, products liability, municipal liability and employment issues.

In 2006, Jessica joined the United States Attorney’s Office for the District of Montana. Jessica served as the Affirmative Civil Enforcement (“ACE”) attorney for four years. During her time as the ACE attorney Jessica investigated and prosecuted civil fraud against the United States. Jessica’s cases included Medicaid and Medicare fraud, Stark and Anti-Kickback violations, housing discrimination claims, and land use issues. In 2008, Jessica was awarded the Civil Advocate Award by the U.S. Attorney for the District of Montana.

In 2010, Jessica left the Civil Division of the U.S. Attorney’s Office to prosecute criminal matters exclusively. During her time in the Criminal Division of the U.S. Attorney’s Office Jessica handled criminal regulatory violations including Drug Enforcement Agency registration and diversion issues and violations of the Food, Drug and Cosmetics Act. Jessica also managed a general criminal caseload to include tax violations, wire and mail fraud, money laundering, bribery, theft of government property and the occasional violent crime case. In 2011, Jessica was awarded the Criminal Advocate Award by the U.S. Attorney for the District of Montana. In addition to her jury trial experience, Jessica also had the opportunity to brief and argue several matters before the Ninth Circuit Court of Appeals while with the U.S. Attorney’s Office.

In January of 2014, Jessica returned to Moulton Bellingham.

Jessica serves on the Yellowstone Area Bar Association Family Law Project sub-committee and the Billings Catholic Schools Foundation.

Jessica is married to Chad Fehr and has three sons. In her free time, Jessica enjoys cooking, reading and spending as much time as possible in the Flathead Lake area of Montana with her family.
